Armor Layering

Say I wanted to use a tight pair of pants with a pair of boots. Should it be possible to layer the boots over the pants to give the illusion of them being tucked in, or are shoes coded to always be the bottom layer?

I've re-equipped everything several times in different orders, so I assume it's the latter, but I wanted to make sure.

If you want pants tucked into boots, I would suggest using the shorter pants because they are made to look like they're tucked into the boots. Yes the shoes are always on the bottom, otherwise boots and long skirts would be impossible, plus a multitude of other combos that would look strange with shoes on top hehe.

I'd suggest these pants for the pants tucked into boots look:
