Does a Bishop in the Orthodox Church get to pick His successor? Does this Bishop also get to give the blessing to the priest to elevate him to the rank of Bishop?

Orthodox bishops come from a monastery. Typically an archmandrite (abbot to all you Western folks) is concencrated a bishop.
If a priest was married and his wife reposed, he could enter a monastery than later maybe a bishop.
I know one of our OCA bishops was a priest. Which one, I can't remember.

No, bishops do not choose their successors.

Do you consider the See of the Patriarch the Holy Spirit's duty to choose?
Even tho it is the 'Church' per say, is the Church acting upon the Spirit's choice?
