"One effective means of reducing HIV/AIDS infection rates has come to be known as the "ABC" program (A is for ‘abstinence’; the ‘B’ is for ‘be faithful’; and ‘C’ cautions those who still choose to engage in risky sex to wear condoms).
"And approach on just the ‘A’ and the ‘B’ has been successful in Uganda and is now being adopted in other African nations.
"Despite media attempts to undermine the program’s effectiveness and attribute its success to condoms, one expert told (journalist Sue Ellin) Browder (of Zenit) that the risk-prevention methods of abstinence and fidelity advocated by the (ABC) program are ‘intuitively obvious’ ways of combating the disease."

I would say it is pretty obvious that if you don't engage in sexual activity or take IV drugs it is is very likely you will be safe.

I'm delighted to hear Uganda is seeing the success of their program. And I do hope other countries adopt it's strategy.

I believe this is the same theory Belize uses. The parts we have frequented are very open and forward about AIDS and AIDS prevention-- billboards, tshirts, education, etc. It's very in your face no matter where you turn. I'm not sure of their statistics, but they are making a united front and proactive stand.
