I just can't seem to figure it out. This sight is really confusing and it has taken me some time to get a hang of it.

Two ways:
1) Underneath someone's user name in their posts, there is a little thumbsup icon. Click that and a pop-up box will open where you can give someone reps.
2) Click on a person's user name in their posts, and a menu will come down from there. One of the options will be to give reps.
Two things to note:
1) Not everyone has reps enabled, so these two options may not be there for everyone.
2) Since you are just starting out, you don't have "rep power" yet. Once your own rep and post count goes up, you'll be able to increase someone's reputation. For now, you can just send them comments in the rep function.
