"Half-Christian" - I read this, and it got me to thinking - how would one determine someone is a "half-Christian"? What does that mean? Is the quote is trying to say - maybe, that if someone tries to lead his flock, but he's not completely devoted to Christ, he will fail?

I think you read it correctly. I would take it to also mean that if a minister fills a pulpit and he knows the language but really hasn't not experienced salvation through the shed blood of Christ for himself, he is a failure. After all doesn't the scriptures talk about the blind leading the blind and both falling into the pit?
