Ah, to answer this question, I draw upon my background as a newspaper copyeditor. It's not the importance of the person, but the width of the available layout space that's key here. "Assassinated" is a lovely headline word, with all those esses, but it sure does take up a lot of space.

Folks in Wisconsin mostly are victims of "murder," on account of we have to save space above the fold on the front page to put in stories about county fairs and hodags and tragic boating accidents.
