A Statement from the Diocese of Fort Worth, Read on the Floor of the House of Deputies this morning, June 19 "The Bishop and Standing Committee of the Diocese of Fort Worth appeal in good faith to the Archbishop of Canterbury, the primates of the Anglican Communion, and the Panel of Reference for immediate alternative primatial oversight and pastoral care, following the election of Katharine Jefferts Schori as presiding bishop of the Episcopal Church."

"This action is taken as a cooperative member of the Anglican Communion Network in light of the Windsor Report and its recommendation."

My guess is that detractors recognize that they don't have a case based on the new PB's gender; however, that the new PB voted in favour of +Robinson, is the primary offence of the election, and thereby disrespecting the Windsor Report.

she voted for VGR and is a liberal...and in RE to women, I don't think that particular issue was dicussed in the WR, but it was clear that the ECUSA damaged the "bonds of affection" in the AC by moving forward without consultation - this has been a similar move in that much of the AC does not recognize female authority....

My guess is because +Schori has been a strong supporter of Gene Robinson, Gay Union ceremonies and theological evolution.

That's not quite true. While the ordination of women isn't explicitly mentioned it does say that any appointments to the episcopate the wider communion.

I found this abbreviation which puts it quite nicely.

On elections to the episcopate (124-135)
Since a bishop "represents the local church to the wider, but also the other way round," elections to the episcopate must be evaluated for their broader consequences and the acceptability of candidates for the office, but a "change of attitude" rather than a "new tier of formal process" is recommended.

The windor report also says that alternative pastoral oversight should be provided in those areas where parishes reject the authority of their bishop.

A "conditional and temporary provision of delegated pastoral oversight" is recommended as a "last resort" for those who dissent from the decisions of their bishops. The report commends the proposal for "delegated episcopal pastoral oversight" or DEPO set out by the House of Bishops of the Episcopal Church (USA) in its March 2004 report "Caring for all the Churches."
