Never thought of it this way before
In the Bible there is usually a remnant saved for God which corresponds to 1/3 (33.3%) so 2/3 (66.6%) are left over.
Is this remnant to replace those rebellious angels that followed Satan? (This refers to Revelation 12 which speaks of the great red dragon sweeping 1/3 of the stars from heaven.)
If you take 33.3333% from 100 you get 66.6667%
Edited to add:Weird, I just looked up at my total posts and it is 6,466. hmmmmmmmmmmm
So do you think of the total world population total of all time, of that 33% would be saved? That sounds awful high to me.

Something to think about isn't it.
Although I do not think humans will replace angelic beings. I think we will have something they can never understand or feel...salvation by grace. They will never know the gratitude to a Messiah that loved you so much, he died almost 2000 years before you were born. They can not experience the joy of reconcilation that comes after confessing a sin. I think in a way, they will be jealous of us and our experiences on earth in human form. Not an evil or sinful jealousy, just one that wishes they could understand how we feel and experience it themselves.

I agree, we humans will never be given the dominoin of angels and angels will never be given the dominoin of humans.

Not that this is what I wanted to concentrate on , but since that is the subject of the only answers ;)
Actually, fallen angels do now have the dominion over mankind. But in our resurection we will judge those same angels will we not?
I think what the man meant was not so much to replace them, but using the percentages, that we are given in the word, perhaps HaShem has a golden number that he has choosen of how many beings would be spending eternity with him. I think the obedient angels will still be there, what about you?

I know the obedient angels will still be there. But I do not think we humans are to be the judges over the fallen. There are too many places in Scripture where we are told that Y'shua is the advocate for us. If we are in need of an advocate, how can we be judge? I openly admit, I have a chance of being wrong and if you can show me Scripture that states otherwise, I will change my tune as fast as I can read it.

1 Cor 6: 1 If any of you has a dispute with another, dare he take it before the ungodly for judgment instead of before the saints? 2 Do you not know that the saints will judge the world? And if you are to judge the world, are you not competent to judge trivial cases? 3 Do you not know that we will judge angels? How much more the things of this life!
