Was this recognized as an Ecumenical Council? It seems to contain cannons that are not observed in the West. I take it that means that it wasn't Ecumenical? Does that mean that it's cannons only apply to those who attending?

We talked about this in my Orthodox class last semester, let me see what i can remember.
I believe it added canons from the COuncil in 681 which for whatever reason did not have canons at the time. They were supposed to be binding on all Christianity but hte West didnt like some of em for whatever reasons. I believe the professor siad they eventually did accept them though, but that obviously could have changed since the schism.
