"First of all you must understand this, that no prophecy of scripture is a matter of one's own interpretation"
- 2 Peter 1:20 (NRSV)
Can we take this verse as anything other than a rebuke of Protestantism? What is the Protestant perspective on what St. Peter is trying to say here? What could it mean?

I don't think the concept of Protestatism would have crossed Peter's mind, to be honest.
Have a look at v21 for the answer.

The Holy Spirit guides the Church into truth.
1 Tim 3:15
if I am delayed, you may know how one ought to behave in the household of God, which is the church of the living God, the pillar and bulwark of the truth.
From the BCP 1979
Q. How do we understand the meaning of the Bible?
A. We understand the meaning of the Bible by the help of
the Holy Spirit, who guides the Church in the true
interpretation of the Scriptures.
Now, obviously, this is Anglican, but to be honest, we also want to know if it is Christian. Indeed it is. This is in accord with the Coptics, Eastern Orthodox, and Roman Catholics.
