I was driving today and passed a Lutheran (ELCA, I believe) church that had a banner outside saying "Catholic Community Worship Here." This is in an area with a significant Catholic population, so I doubt this has anything to do with allowing Catholics to use their sanctuary for Mass as there are several large Catholic parishes within a 5 minute drive. Anyone know if this is a larger Lutheran program or what it refers to? Thanks.

Could they possibly just be using the term catholic to mean universal instead of referring to Rome?

I wondered that, however, it would seem to me to be a poor choice of words given the confusion it would cause for your average lay person, you know? I'm thinking "Ecumenical worship" would be more prudent. But I just wondered if this was a larger or formal program within the Lutheran church?

Perhaps they are raising claim to the title of being the catholic (i.e universal) church, if so good on them

I know of no specific ecumenical or recruiting programs ELCA-wide, targeted at Catholics. Currently, the ELCA is focussed pretty strongly on targeting "people of color". Since this is a highly Catholic area, perhaps the local church is targeting Catholics for recruitment or "ecumenism".
