Is this uniquely Wesleyan, or is it common in other denominations.....
It's a doctrine rooted in classical Christianity, based on the Bible, but the term "prevenient grace" seems to have attached itself peculiarly to Wesleyan theology. In other words, different denominations call it different things and have different spins on it, but basically they're all acknowledging it to some degree.
