Yes, He does OR He says nothing at all.
He does, however, allow people to believe lies without feeling the need to straighten them out, sometimes [think Gideon].
Even when He wanted someone to lie to King Ahab [2Chr 18:18-22], He couldn't do it Himself; He had to commission another spirit to do so.

Yes He does. God is good. He can not lie because it is not in His nature to do so.

God cannot lie to us, but it is possible for us to misinterprete what he tells us.
