I say he is and here is why look in Genesis 15:4-6 and then read in Exodus 32:9-14 God almost killed them all but because of his word he did not.

The Lord wouldn't be Lord if He was under anything . If He was , He wouldn't be Lord but the thing that He was under .

The WORD IS the Lord...which is perfect.
