I would say it depends on what you mean by "good." If you mean is God himself good, if so, then yes, with plenty of scripture backing that up. And he is the rewarder of those who love and serve him.

But if you mean, is he good to you no matter what, the answer would have to be no. If you are doing something that is displeasing to him, he may allow you to "reap what you sow." He sometimes punishes or chastises. Dt. 8:5 "You should know in your heart that as a man chastens his son, so the LORD your God chastens you." Heb. 12:5-9 “ My son, do not despise the chastening of the LORD,
Nor be discouraged when you are rebuked by Him;
6 For whom the LORD loves He chastens,
And scourges every son whom He receives.” [Prov. 3:11-12]

7 If you endure chastening, God deals with you as with sons; for what son is there whom a father does not chasten? 8 But if you are without chastening, of which all have become partakers, then you are illegitimate and not sons. 9 Furthermore, we have had human fathers who corrected us, and we paid them respect. Shall we not much more readily be in subjection to the Father of spirits and live?

God is good. But if one goes against him, they will feel the wrath of a vengeful God. He blesses those that love Him and follow Him beyond comprehension. He is good in that way. But don't cross Him or turn your back on him. You will reap what you've sown. God bless
