Is there any way to move this up a tad bit?

I havent used it yet only because there is one of the bubbles that sits directly in your hair. I just want to know if it can be moved up if not, what are we supposed to do with it?

If you equip it as your first or second special item, the bubbles look as if they are coming from the top of the head. If you equip it as your third special item, the bottom bubble/s are hidden behind the head and have the effect you are describing. :)

It seems that whenever I equip stuff though it doesnt work out to a first, second and third slot, unless I'm doing something wrong. :D Which more than likely I am..
I'll go mess around with it..

Its you again!! ;) As I have said before according to the Rules on Equiping Items, as stated in the 1997 convention on Equiping Third Item slot, we cannot share the super secret method for equiping above item, with a mere Adminstrator ;) :D:D
