Why can't I give others "Reps?"

I went to give someone Repuation points or blessings and noticed that there are no options available to do so. I can't give reps to anyone. Is there something going on with CF to stop this?

I also noticed a weird white border around each post. Is this a new format? Thanks.

Member figured question out. NO reason to have it stay open
