Amendment Regarding Supernatural Powers and Magic:
Section A: Definition and Summary
1A The use of supernatural powers and magic (henceforth referred to as "magic") is allowed with the following restrictions. There are two sources for magic in the real world: God and satan. The idea that magic powers can "come from inside oneself" is false. To the One which you ascribe your loyalty in order to obtain and wield a power you do not naturally have, regardless of the motivation, you become a servant to the Master of that power.
2A In fantasy worlds, there are different religious "rules" regarding magic, yet the character and spirit of the magic remains the same. "Good" magic is practiced with humility and for the good of others. "Bad" magic is practiced with vengeful or prideful motivations involved.
3A Villains can be evil sorcerers, druids, wizards and the like, but there are a few restrictions on villainy. See Section C.
Section B: The Rules of Acceptable Magic for Heroes and Heroines
1B No Striving for Ultimate Power.
Any hero or heroine who strives to use his or her magic to attain a position of power, i.e. king, queen, captain, chancellor, etc; is using magic for evil. Anyone who uses their power to conquer any throne, be it a small kingdom or the world or the entire galaxy, even to usurp leadership from an evil emperor and be a "good" ruler in his or her stead, is going against these rules.
2B No Using Powers for Revenge.
Any hero or heroine who uses their powers to exact vengeance on other characters who have hurt them, i.e. former slave masters, abusive guardians, evil twins or annoying little sisters; is using magic for evil purposes. Jesus' teachings clearly state and reinforce that we are to forgive our enemies and do good to those who hurt us. Enemies should be dealt with according to the rules of fair and honorable combat. Villains should never be killed if they are defenseless, with or without magic. Heroes and heroines should attempt to show mercy and forgiveness to their oppressors, and enemies should only be killed as a last resort, and then only in self defense of the hero or heroine or other innocent characters.
3B No Portrayals of Inner Powers.
Any hero or heroine who tries to develop their "inner powers" that are different from those of their race, setting the character apart from his or her fellow man, is using the magic of the enemy. The only exceptions in a fantasy setting are if the character is, for example, of the race of Fire Elves, in which case the Fire Elf character might have the ability to shoot fire from his or her hand. This is normal for the Fire Elves and not considered unusual or "magic" among their kind. What would be considered uncommon magic among Fire Elves is if a Fire Elf has the power to cause a volcano to explode on command, while other Fire Elves cannot. For Fire Elf special abilities, however, the other rules on magic apply.
In the real world, a person does not have "natural powers" such as unusual abilities as a sorcerer or sorceress. These powers are attributed to evil. As all real world characters are, we are caught in a war between good and evil; we can choose to serve one or the other. To the Master of that power, we pledge our allegiance, regardless of whether we are using those powers for "good or evil".
4B No Heroes and Heroines Using Dark Powers.
Any hero or heroine who uses powers given only to the evil villains, i.e. shapeshifting into evil creatures such as werewolves and vampires, lightning, etc; are by very definition using powers of the Dark Side and are not heroes and heroines at all, but villains themselves and servants of whoever the Dark Lord of your world may be. Villains warring against other villains using evil powers make neither side "good". The hero or heroine is still servant to the Master of the power he or she wields; the hero or heroine who maintains his or her Dark Side abilities has not renounced the Dark Side completely and is still considered a villain.
Section C: The Rules of Acceptable Magic for Villains
1C Evil Powers.
An evil character can be about as evil as you choose to make them. They may be sorcerers, sorceresses, witches, warlocks, druids, etc; as long as it is perfectly clear that they are evil. You may give them any power you like, i.e. lightning, witchcraft, mind control, etc.
2C Repenting Villains.
An evil character who repents and returns to the good side must renounce their ties to their former magic completely. They cannot turn to the good side and use their magic powers for good and to help others, as it makes your former villain now a hero or heroine and subject to the regulations in Section B. (See Section 4B specifically for clarification on the use of Dark Side powers.)
3C No "Misunderstood" Villains.
An evil character who is misunderstood, i.e. using witchcraft powers and yet still "good people who have good hearts"; are not allowed. Basically, no villains who are practicing evil may be portrayed as "actually good" and merely misunderstood by everyone else.
4C Regulations on Casting Spells.
An evil character may cast spells, but those spells and incantations cannot be created by the RPer or posted. Otherwise the RPer would be guilty of a real spell or incantation, regardless of the fact that this is fantasy. If the evil villain must cast a spell or speak out a curse, do not write it out. Rather post, for example: "He raised his hand and muttered a few words..."

I actually voted for "Needs Tweaking."
I am 90% in favor for it, I agree with all the terms, don't get me wrong. But I personally think they should be loosened up a bit, if you know what I mean.
I mean, if you think about it, if we really wanted to play a heartfilled RPG where we were warriors for Christ, then we would not fight at all!!! You know, LOL.
When you come face to face with a bully, what two choices do you have? To fight, or to run. Well... Jesus Christ opened up a new choice for us. When Jesus came face to face with the crowd, as they shouted for Him to be put to death, instead of the killer, when the Cesar gave the crowd the choice. Jesus did not fight, nor run, He accepted it, and said, "Forgive them, they do not know," I apologize if I didn't get the dialouge exactly correct.
But you see what my point is? Why keep the chains to the Republic this tight, why not just tighten it to the max, and then not fight at all. Or, loosen the chains, and perhaps just have a little more fun with it, that is what RPG is about, no?

3B. Inner powers thingy...
what if the Fire Elf had been developing this volcanic power or he is older, more experienced with it. With God, nothing is immpossible. Therefore, the Fire Elf would be able to start the volcano, at least a minor one. It may be unrealistic though. I'm completely in agreement with the realism aspect of it. But just consider that God has the power to do anything and everything and that he can give this person or whatever the more advanced power to do something like that. I mean, it says in the Bible our faith can move mountains. Now, that's a lot of power...

I believe that this ammendment covers all the basics concerning magic, witchcraft and abilities that can be seen at this point.
I also agree that any character with "special abilities" (i.e. pyrokenetic, telekenetic, teleportation, ect.) should be allowed to develop those powers. This is in accordance with the parable of the talents. Where the servent who burie his talent and does not use it or invest is to make more has his talent taken away.
I believe that RPG characters should be able to develop their powers to a realistic extent. For example, when my character Elijah in Boarding house for the gifted, who is a pyrokenetic, is confronted with another character who uses fire he is able to control that fire. Now, when he fights a dragon that is breathing fire, he is able to repel it but strains againt the force of the fire. Kinda like when the Invisible Woman in Fantastic 4 the movie, is trying to control the Human Torches super nova fire. Her nose begins to bleed and she faints.
Yeah, you should be able to develop your power, but you should only be able to do so with the understanding that you cannot develop them to seek power or in order to become invulnerable. For example, Elijah should not be able to just cause the dragon to explode from the inside out whenever it begins to breath fire, but he should be able to protect himself and his team.
