Its called a MITRE and the pointy little thing is really quite endearing, by the way its open at the top so when you lay it on its side it looks like the openmouth of a fish!
It is only worn by bishops, archbishops, cardinals, and of course, his holiness Pope Benedict the Sixteenth. (but I don see why you can't have one if you want one)
You will find them at Autom online or any other Roman Catholic supply site under Church goods/clerical items/chasubles,robes/stoles, etc.
they are however quite expensive, take a good look at the product online and I'm sure you could make your own.

Actually, a mitre is the headdress worn by any bishop, not just the pope.

As has been pointed out... the mitre is headwear for any Bishop. The crown worn by the preconciliar Popes is called the Papal Tiara.
