Laws and jurisdictions can be pretty grey nowadays. Marijuana for instance is a Federal drug but many states legalize it anyway. Meanwhile Federal immigration laws are often ignored at the Federal level and often if a state tries to enforce them they run into trouble. Utah probably should just do what they want off the books. To an extent they do this already likely far more than most states because of the Church of Latter Day's Saints influence. Now that they have codified their intentions, they will lose and make it harder to manage things without more Federal scrutiny. While I think there are more examples, areas where Utah is unusual, two specifics would be a red state that harbors illegals and family law, such as allowing adoptions even when the father is lied to and shut out of the process.
