According to your interpretation, the firmament is fluid enough for the sun, moon and stars to move around in it. That hardly sounds like a solid barrier.

Here's a clue. There isn't a nation of Antarctica as it has no permanent population. The UN logo is of "United Nations", not "United Continents".
